Ned Muñoz serves as the President of TCA, taking on that role in July of 2024. Ned was born in Mexico City and has been actively involved in governmental affairs since 1999 as a policy analyst, Capitol staffer and lobbyist. Prior to joining TCA, he served as the Vice President of Regulatory Affairs and General Counsel for the Texas Association of Builders for nearly 18 years. Before his stint at the Texas Association of Builders, Ned served as general counsel for Texas State Senator Chris Harris. He acted as former Comptroller Strayhorn’s public safety and corrections policy director before joining Senator Harris’ staff, and was employed as in-house counsel for Bear, Stearns & Co. in New York City prior to that.
Longtime Texas Capitol staffer Ryan Weiseman
became TCA’s legislative director in January 2017 after 10 years of bipartisan legislative staff experience, working for Sen. Kevin Eltife and Rep. Tracy King and as budget analyst for the Senate Committee on Finance, director of both the Partnership Advisory Commission and the Joint Oversight Committee on Government Facilities, and as clerk of the House Committee on Pensions and Investments.
